<p>A Mississippi casino is currently facing a hefty multi-million dollar bill after a federal judge refused to dismiss the lawsuit accusing the gambling venue of serving so many free drinks to a heavily medicated man that he later collapsed and died. The incident took place at the IP Casino Resort and Spa in Biloxi back in August 2009, with the $75 million lawsuit subsequently being filed in 2012 by the man’s family in the U.S. District Court in Gulfport.</p>
<p>The victim, Bryan Lee Glenn, 30, had apparently been taking an array of painkillers and antipsychotic drugs to treat his ailments stemming from a car accident in 2004, which left him with a traumatic brain injury, and another automobile accident in 2007, which left him with an injured back.</p>
<p>At the time of the casino incident, apparently Bryan Lee Glenn had just received a $15,000 check from a previous lawsuit settlement and after a visit to the IP Casino Resort and Spa, started ordering two drinks at a time and wagering as much as $1,000 a go at blackjack. In their lawsuit, his family claims Glenn started falling down drunk but when they asked the casino to stop serving him, they were given the reply by a pit boss; “He’s old enough to make his own decisions.”</p>
<p>The lawsuit then goes on to explain that after his friend and family eventually convinced Glenn to leave, a dealer pointed out to him that he still had chips and said; “Aren’t you going to come back and play?”</p>
<p>Glen then continued gambling and drinking, and after the family returned to the casino having dropped a family member home, Glen had apparently been escorted from the premises by security. When his family later went to his room at the IP Casino Resort and Spa in Biloxi, they then foundÂ  him “half in the bathtub, facing the toilet with his pants around his ankles,” according to the lawsuit.</p>
<p>Despite Boyd Gaming’s subsequent attempt to have the case dismissed in September, U.S. District Judge Halil S. Ozerden has now declined to dismiss the motion on account of the allegations the casino served Glenn alcohol when he was drunk. The company had previously argued in their court records that; â€œMississippi law is abundantly clear that one injured as a result of his own voluntary intoxication has no viable claim against a casino which served him alcohol.”</p>

<p class="NormalParagraphStyle"> The question over who can be trusted to oversee a City-owned casino had Gov. Pat Quinn and Mayor Rahm Emanuel pointing fingers and wrangling over  whether the city or state had a more corrupt history. </p>
<p class="NormalParagraphStyle"> In remarks to the Chicago Sun-Times Editorial Board on Monday, Quinn said he would only sign a gaming expansion measure that would give the Illinois Gaming Board “supreme” authority over a Chicago-owned betting house.</p>
<p class="NormalParagraphStyle"> Citing the Hired Truck scandal, which saw criminal charges filed against 49 people, Quinn said Chicago doesn’t have the best track record: “Things don’t go so well when the city is running things, like Hired Trucks and Silver Shovels and a lot of other things. So it’s just common sense that the city should not be a regulatory authority on its gambling.”</p>
<p class="NormalParagraphStyle">Asked for response, Emanuel’s office pointed the finger right back at the governor office’s “not so proud history.”  </p>
<p class="NormalParagraphStyle">The two governors before Quinn were sent to prison on corruption charges, including Rod Blagojevich, for whom Quinn served as a lieutenant governor.  </p>
<p class="NormalParagraphStyle">“As Governor Quinn knows very well, there is the potential for corruption at all levels of Government, which is why we agree that the Gaming Board should have maximum oversight over all gaming in Illinois,” the Mayor’s spokeswoman Sarah Hamilton said in a statement.</p>
<p class="NormalParagraphStyle">The Mayor’s Office agreed that the state should have ultimate oversight, but not before slamming the governor’s office.</p>
<p class="NormalParagraphStyle">“However, there is also a not so proud history in Illinois where Governors have attempted to manipulate and influence the gaming board for corrupt purposes,” she said. “We cannot expose the taxpayers of Chicago to such risk.  That is why the appropriate remedy is to grant the gaming board the authority to revoke the license of an operator of a Chicago casino which would effectively shut down its operations.  Furthermore, the gaming board also has the ability to remove the Chicago Casino Authority’s Board as well as its Executive Director, all appropriate powers for a state regulator.”</p>
<p class="NormalParagraphStyle">Quinn reiterated that revenue from gaming should go to public schools but he added that he would be open to gaming revenue going toward pensions. Quinn also reiterated that he would not even consider gaming expansion in Illinois if lawmakers fail to send him a comprehensive public pension reform.  </p>
<p class="NormalParagraphStyle">Gaming expansion opponents say the legislation in the Illinois House that would add five casinos in the state — including one in Chicago — contains murky language over whether the mayoral-appointed board would trump authority of the state’s gaming commission in some instances. </p>
<p class="NormalParagraphStyle">Quinn said negotiations are ongoing over the language but he would insist that the state gaming board has the final word. The bill allows the creation of a Chicago Casino Authority, members of which would be appointed by the mayor. Quinn said he would insist that lawmakers clarify language that would allow the state gaming board to revoke the City’s casino license if necessary. </p>
<p class="NormalParagraphStyle">“Understanding the city’s casino would be municipally-owned, I do believe that the gaming board authority must be supreme,” Quinn said. “The gaming board has to be the umpire. The final judge. I think that’s imperative.” </p>
<p class="NormalParagraphStyle">Asked if it were a must for his signature on legislation pending in the Illinois House, Quinn responded: “It has been from day one.”</p>
<p class="NormalParagraphStyle">Quinn, who also appeared before the City Club of Chicago on Monday, revealed he hadn’t spoken to Emanuel in 10 days. When later pressed on his relationship with Emanuel, Quinn was evasive, saying the two had known each other since 1980 and then attempting to change the subject. Finally, he said the two don’t agree on everything.</p>
<p class="NormalParagraphStyle">The Sun-Times last week highlighted potential red flags contained in the bill, including concerns by Illinois Gaming Board Chairman Aaron Jaffe who said the measure gave the mayoral-appointed Chicago Casino Authority final say in some areas of conflict and that it gave the City considerable power in the construction phase of the project. </p>
<p class="NormalParagraphStyle">“In Illinois, when you get into building and construction and stuff like that, you have to be very leery about what’s going where,” Jaffe told the paper last week. “The largest fine ever imposed by the Illinois Gaming has to do with a type of building contract.” </p>

			<content:encoded><![CDATA[<p>A new casino in Pennsylvania will charge a $10 cover fee, according to the <a href="http://www.post-gazette.com/stories/business/news/nemacolin-sets-10-entry-fee-for-casino-visitors-688443/"><em>Pittsburgh Post-Gazette</em></a>.</p>
<p>The Nemacolin Woodlands Resort in Fayette County with its $60 million Lady Luck casino addition is currently under construction and should unveil gambling in July.</p>
<p>State regulators and the owners of the property had to figure out a way to allow those who aren’t staying in the hotel or visiting the property for a non-gambling event a chance to gamble, since the casino has a category 3 gaming license, which means it can’t operate like a traditional brick-and-mortar casino like one would think of when picturing Vegas.</p>
<p>Those wishing to gamble at the place could also buy a $45 annual membership.</p>
<p>The logic behind all of this is that gambling is an amenity for the resort, and not its primary attraction or source of money making.</p>
<p>According to the <em>Post-Gazette</em>, the Nemacolin “access plan” is similar to that of Valley Forge Casino Resort near Philadelphia.</p>
<p>This year, state regulators reportedly approved Lady Luck’s table games plan. The place will have 28 table games, in addition to slot machines.</p>

<p>The first casino in Pennsylvania opened in 2007, after the business was legalized in 2004.</p>

<p>Deputy Premier Jeff Seeney will today unveil plans that completely define the potential redevelopment area of the government precinct on George St in inner Brisbane after months of speculation.</p>
<p>In concert with the Brisbane City Council, the &laquo;project development phase&raquo; will decide what uses will be allowed for the land along George St from the current Treasury Casino to opposite Parliament House.</p>
<p>Key considerations for the Newman Government will be protecting heritage-listed buildings, including the current casino site, the Terraces and the Mansions, and how any new buildings interact with Parliament House.</p>
<p>&laquo;The last thing I would suggest we need is a big shiny chrome something straight across the road from Parliament,&raquo; Mr Seeney said.</p>

<p>There is widespread speculation Echo Entertainment will be allowed out of its current lease to build on a new casino site after having development plans for the current building thwarted over many years.</p>
<p>The likely new casino site has included the current Executive Building at 100 George St, <a href="http://www.couriermail.com.au/news/queensland/newman-governments-controversial-1-william-street-project-has-received-the-official-go-ahead/story-e6freoof-1226647856071">with the Government moving to a new building at 1 William St in 2016</a>.</p>
<p>Echo has released plans for an &laquo;integrated resort&raquo; featuring hotels, bars, restaurants and a casino, stretching along a 2ha, four-block site along George St.</p>
<p>However, Mr Seeney said a decision on whether a second casino would be allowed or a single licence issued for a new site would come by September.</p>
<p>&laquo;If we decide yes, there has to be a casino on this site to bring about the sort of development that we want, then the Government has to consider &#8211; are we going to issue an additional licence, are we going to somehow make the current licence available in some way?&raquo; he said.</p>
<p>Mr Seeney said there was &laquo;enormous interest&raquo; in a new casino and potential bidders would be sounded out before the precinct was defined.</p>
<p>As well as the buildings along George St, the Government will also consider whether the William Bonner Building on William St is included.</p>
<p>Mr Seeney said heritage would be protected but there were potential alternative uses for the historic Treasury Casino building, including a shopping centre.</p>
<p>&laquo;You look at the Queen Victoria building in Sydney, it&#8217;s that sort of building that has been converted into a shopping mall,&raquo; he said.</p>

			<content:encoded><![CDATA[<p>A crucial debate is taking place at Toronto City Hall on Tuesday, a much-anticipated event that some members predict will result in a formal rejection of a downtown gaming facility.</p>
<p>Mayor Rob Ford arrived at city hall shortly before 10 a.m. He did not speak with reporters before heading to the debate.</p>
<p>The city manager, Joe Pennachetti, is currently addressing members of council.</p>
<p>Ahead of Tuesday, several councillors told CBC News that they believed that their councillors would vote against a proposed downtown casino.</p>
<p>&laquo;I believe that there will not be a casino anywhere in Toronto&#8217;s waterfront after tomorrow and the provincial government will be told we do not consent to that,&raquo; said Coun. Paula Fletcher in an interview with CBC News on Monday.</p>
<p>Earlier in the weekend, Coun. Josh Matlow <a href="http://www.cbc.ca/news/canada/toronto/story/2013/05/19/toronto-casino-council-meeting.html" target="_blank">also predicted council would &laquo;most likely&raquo; deny the proposed building of a downtown casino</a>.</p>
<p>The mayor <a href="http://www.cbc.ca/news/canada/toronto/story/2013/05/16/toronto-casino-mayor-rob-ford.html" target="_blank">had cancelled the debate last week</a>, but a slim majority of councillors signed a petition that has allowed it to go forward as scheduled.</p>
<p>Ford said he was cancelling the meeting because he couldn&#8217;t get a clear answer from the province on how much money Toronto would receive to host a casino. He also questioned if the government still wanted to move ahead with the proposal.</p>
<p>Hours later, the province leaked the fact that Toronto would be offered an annual $53.7-million hosting fee that was barely half of the $100-million that Ford said was necessary for the deal to be worthwhile.</p>
<p>Coun. Mark Grimes said Monday that he wasn’t asked to sign the petition that revived the debate, but he agreed with the mayor&#8217;s concerns that the city didn’t have the information it needed to make a decision on the casino.</p>
<p>Grimes said he would be attending Tuesday’s debate, though he felt &laquo;hard-pressed to support anything without having a number from the province that the city would share in.&raquo;</p>
<p>While some councillors questioned the need for the debate on Tuesday in the wake of the mayor’s stated position that the casino is all but dead, Fletcher said it not an optional part of the process.</p>
<p>&laquo;People might think it’s dead, but provincial regulation and legislation requires a city council to actually say that we do not give our consent and that’s what we will be doing tomorrow, I believe, on a downtown casino,&raquo; Fletcher said.</p>
<h3>Petition overturns mayor&#8217;s move</h3>
<p>Coun. Mike Layton said word had slipped out last week that Ford would move to cancel the meeting before he held his press conference. That’s when councillors began discussing how to respond.</p>

<p>&laquo;It became clear that folks still wanted to have the debate and so we went around with the letter and they signed it in accordance with the city&#8217;s bylaw to host the meeting at the time and the date that the mayor had pre-determined,&raquo; said Layton.</p>
<p>Deputy Mayor Doug Holyday suggested that the councillors who had pushed for the debate could simply be trying to flex their political muscles, to show that they can’t be pushed around.</p>
<p>&laquo;I&#8217;m not sure why the left has decided to do this,&raquo; he said Monday in an interview with CBC News. &laquo;It&#8217;s just another, I guess, attempt or an example of them trying to show that they’ve got control over certain matters at council and that they can muster enough votes to make a change.&raquo;</p>
<p>Layton’s name appears first on the petition that allowed the meeting to take place on Tuesday. Like Fletcher and Matlow, he doesn&#8217;t believe council will back building a casino in downtown Toronto.</p>
<p>&laquo;I think it&#8217;s no secret that there&#8217;s a lot of folks on council that aren’t supportive of a casino in Toronto for a variety of reasons,&raquo; Layton told CBC News in an interview.</p>
<p>Layton said that he believed councillors were concerned about the implications for traffic and local businesses if a casino is built, as well as the fact that incoming revenues would be resulting &laquo;from the addictions of others.&raquo;</p>

<p>On Sunday, Season XI of the <b>World Poker Tour</b> continued with Day 2 of the <b>$25,000 World Championship</b> at <b>Bellagio</b>. Leading the remaining 67 players was <b>Mike Linster</b>, who bagged 744,000 chips. Linster is a member of the WPT Champion’s Club, winning the Season XI <b>bestbet Open</b> for $296,521.</p>
<p><b><i>Top 10 Chip Counts After Day 2</i></b></p>
<p>Day 2 began with a few late registrations, including <b>Brian Rast</b>, <b>Dan O’Brien</b>, <b>Galen Hall</b> and <b>Brock Parker</b>. <b>Jeremy Ausmus</b>, <b>Ben Lamb</b> and <b>Ben Hamnett</b> reentered. Throughout the day there were more late registrants, including <b>Chino Rheem</b>, <b>Ray Qartomy</b>, <b>Matt Waxman</b>, <b>Jason Mercier</b>, and finally <b>Phil Hellmuth</b> and <b>Phil Ivey</b>.</p>
<p>Ivey was quickly eliminated after registering during Level 8. Hellmuth got off to a fast start, eliminating <b>Bill Klein</b> en route to bagging the 17th largest stack (307,000).</p>
<p>Linster entered the day third in chips and more than doubled his stack. In one key hand, he shoved over a raise and a few calls with two fives, and <b>Allyn Jaffrey Shulman</b>, winner of the 2012 <b><a href="http://www.pokernews.com/live-reporting/2012-world-series-of-poker/event-29-seniors-no-limit-hold-em-championship/">World Series of Poker Seniors&#8217; Championship</a></b>, called with ace-king. The pocket fives held, sending Shulman to the rail.</p>
<p>The New Yorker then won a key pot against <b>David “Doc” Sands</b> during the last level of the night to cement his chip lead. Linster opened then called a three-bet from Sands preflop, only to check-raise Sands on a nine-high flop with two diamonds. Linster fired two more bullets when the turn and river brought a nondiamond eight and ace, respectively, and Sands called both bets. Linster showed ace-five of diamonds for a flush draw turned pair of aces, prompting Sands to muck his hand.</p>
<p>Also at the top of the leader board is fellow New Yorker and <b><a href="http://www.pokernews.com/news/2013/05/gpi-player-of-the-year-silverman-kurganov-and-o-dwyer-join-t-15004.htm">Global Poker Index Player of the Year</b> candidate <b>Dan Shak</b>. Upon sitting down, Shak received a huge double with aces against an opponent’s kings, and in the last level of the night, he eliminated Waxman. Waxman was in good shape after flopping top two-pair with , as Shak only held a gut-shot straight draw with . The turn was a brick, but a  completed the board on the river to give Shak a Broadway straight. Waxman unhappily hit the rail, while Shak soared into the second chip position.</p>
<p>Other players who failed to survive Day 2 include <b>Philippe Ktorza</b>, <b>Ralph Perry</b>, <b>Roland Israelashvilli</b>, <b>Ray Dehkharghani</b>, <b>Nick Schulman</b>, <b>Joe Serock</b> and <b>Mohsin Charania</b>.</p>

<p>On Sunday night, the <b>2013 California State Poker Championship</b> wrapped up with the conclusion of the <b>$2,080 Main Event</b>. After attracting a field of 258 players and creating a prize pool of over $500,000, 2012 <b>World Series of Poker</b> gold bracelet winner <b>Brent Hanks</b> added $117,760 to his pocket for taking home the title.</p>
<p><b><i>Final Table Results</i></b></p>
<p>After Day 1a of the event, <b>Ernest Avanesian</b> led the way with 191,000 in chips and 18 players remaining. After the completion of Day 1b, it was <b>Levi Berger</b> who had topped the remaining 46 players from that flight with 184,000 in chips. Other notables making Day 2 were <b>Mimi Tran</b>, <b>Jeff Madsen</b>, <b>Barry Greenstein</b> and <b>Eric Baldwin</b>, although none of those players managed to make it to the money.</p>
<p>The money was reached with 27 players remaining, and everyone had locked up a minimum of $4,150. <b>Bobby Suer</b> was first to cash, hitting the rail in 27th place, and then a bit later, Day 1a chip leader Avanesian busted out in 18th for $6,010. Berger, the Day 1b chip leader, finished in 12th place and took home $8,610.</p>
<p>When the final 10 players joined at one table, Hanks held the chip lead with 1.3 million. <b>Daniel Park</b>, the eventual third-place finisher, was in second place with 854,000, then <b>Jesse Martin</b> sat in third with 739,000. Another WSOP gold-bracelet winner, <b>Gavin Griffin</b>, was the short stack with 163,000.</p>
<p>Griffin was able to mount a comeback and make it down to heads-up play against Hanks. Griffin had made a nice little run by busting <b>Dong Tao</b> in fifth place, <b>David Malka</b> in fourth place and then Park in third place, but in the end, he couldn&#8217;t overcome Hanks for the victory.</p>
<p>On the final hand of the tournament, Griffin moved all in with the . He was up against the dominating  of Hanks, and the board ran out  to seal the deal. For his runner-up result, Griffin earned $82,640.</p>
<p>With the victory, Hanks earned the third largest score of his career and pushed his career live tournament earnings to over $1.4 million.</p>

<p>A man who allegedly stabbed a Grand Portage Casino guard in the neck was charged Thursday with attempted first-degree murder.</p>
<p>Steven Warren Robert Anishnabie, 21, of Grand Portage told authorities after Wednesday’s attack that he had planned to stab Rollin Edward Baird for a couple of months “because he did not think that RB (Baird) was appreciative of the customers of the casino,” according to the criminal complaint.</p>
<p>“He admitted that he knew a person would probably die if they were stabbed in the neck and said he wanted to cause RB pain,” the complaint said.</p>
<p>The knife just missed Baird’s carotid artery, prosecuting attorney Molly Hicken said. Baird is no longer hospitalized, she said.</p>
<p>Baird told investigators that Anishnabie was “obviously inebriated” and had been asking “strange questions” before he was asked to leave, according to the complaint. Anishnabie stabbed him when he approached to hand Anishnabie his jacket.</p>
<p>Baird “was stabbed so forcefully he fell to the ground. He did not realize that he had been stabbed, not just hit, until he reached down and saw he was bleeding,” the complaint said.</p>
<p>Anishnabie is being held on $1 million bond or $500,000 cash bail. According to the Cook County Sheriff’s Office, he is in custody in the Aitkin County jail. His next court appearance is scheduled for May 28.</p>
<p>According to the complaint:</p>
<p>A Cook County Sheriff’s deputy responded to the casino early on May 15 after he heard a request for an ambulance to respond to a stabbing at the casino. Before the deputy arrived, Anishnabie returned to the casino and surrendered a knife with a 3-inch blade.</p>
<p>A test put Anishnabie’s blood-alcohol concentration at .17, more than twice the legal limit for driving. After he was read his Miranda rights, Anishanbie admitted bringing the knife to the casino with the purpose of stabbing Baird.</p>
<p>The casino’s security cameras might have caught the attack on videotape, and the county has asked the casino for a copy, the complaint said. The casino has not yet provided a copy, Hicken said.</p>
<p>A search of Minnesota and Wisconsin court records found only one other case against Anishnabie; a 2010 conviction for misdemeanor theft.</p>

			<content:encoded><![CDATA[<p>An overnight room at the posh Nemacolin Woodlands Resort in Fayette County will still cost a few hundred bucks, but playing the slots and tables at the resort&#8217;s casino will set you back far less &#8212; as little as $10.</p>
<p>Nemacolin&#8217;s Lady Luck Casino, now under construction with a planned July opening, and the state gaming control board have finally settled on a plan that will allow visitors to gamble at the casino without being an overnight guest.</p>
<p>Unlike the rest of the state&#8217;s racetrack and stand-alone casinos, the small-scale &laquo;resort casinos&raquo; are meant to be ancillary amenities and not for universal use.</p>
<p>But the $10 cover charge shouldn&#8217;t keep many would-be gamblers away.</p>
<p>&laquo;It&#8217;s not going to be a cumbersome thing,&raquo; said Jeff Nobers, spokesman for the resort.</p>
<p>The plan, approved Wednesday, works like this: All guests of the resort are allowed to gamble at the casino. That means any overnight guest, as well as anyone attending a conference, wedding reception, golf fundraiser or some other event.</p>
<p>Non-guests have three options. They can be &laquo;patrons&raquo; of the resort &#8212; that means eating at a restaurant, playing a round of golf, visiting the spa. Customers have to show a receipt, with a $10 minimum, in order to gain access to the casino.</p>
<p>Those without a receipt can either buy a $45 annual resort membership, which gives them casino access as well as other resort discounts, or they can buy a $10 resort gift card.</p>
<p>That gift card would count as a resort purchase, and would give buyers one-time access to the casino. Those who have the $45 membership can play at the casino for a full year.</p>
<p>Both the membership plans and the $10 gift cards can be purchased in the lobby of the Lady Luck Casino, or in the lobby area of the Chateau Lafayette, said Chris Plummer, general manager at Nemacolin.</p>
<p>The Nemacolin &laquo;access plan&raquo; set-up is similar to one at Valley Forge Casino Resort near Philadelphia. To gamble there, you either have to pay a partial or full resort membership fee (costing $30 to $69 a year), or you first have to spend at least $10 at one of the restaurants, bars or stores at the resort (or stay overnight).</p>
<p>The agreement on Nemacolin&#8217;s access plan marks the end of nine years of on-and-off talks with the Pennsylvania Gaming Control Board and state legislators. When the casino law was approved by the state in July 2004, Nemacolin initially expressed interest in obtaining one of the two resort licenses, called Category 3 licenses.</p>
<p>It applied for a Category 3 license in 2005, but withdrew its application in November 2006, discouraged by the absence of table games and by the first draft of the resort-casino access rules, which initially said that a patron had to spend at least $25, rather than $10, on resort amenities to gamble.</p>
<p>Nemacolin changed its mind again in 2009 and won the competition for the lone available casino license in April 2011, but that victory was soon challenged in court by other would-be casino operators. In August 2012, the state Supreme Court denied an appeal from Mason-Dixon Resorts, essentially clearing the way for Lady Luck.</p>
<p>In February, the gaming board approved Lady Luck&#8217;s table games plan, which calls for 28 table games at the $60 million casino, which is to be operated by Missouri-based Isle of Capri Casinos Inc.</p>
